Dr. Owen's research interests included public administration and policy, urban planning and administration, and urban economic development.

Dr. Owen has been the recipient of the SPEA Award for Excellence in Teaching three times since 1988, and has served as the Undergraduate Program Director for SPEA. Dr. Owen joined the School of Public and Environmental Affairs in 1975, and since that time has been busy in the community as a member of the Fort Wayne Community Trust Board, the Fort Wayne Board of Works, the Storm Sewer Utility Task Force, and the Fort Wayne Education Foundation. He is also a member of many professional societies, including the American Society for Public Administration, American Planning Association, and the Urban Affairs Association.
In 1991, Dr. Owen was a Fulbright awardee and lectured in urban government in Poland.
Dr. Owen retired in January, 2001.
